3.   CONSENT

 

A.  Consideration and possible Conservancy authorization to augment the Conservancy’s October 5, 2006 authorization by disbursing an additional amount of up to $30,000 to Alameda County Water District for technical studies of water flows necessary to restore steelhead fisheries to Alameda Creek, Alameda, Contra Costa, and Santa Clara Counties.

 

B.  Consideration and possible Conservancy authorization to augment the Conservancy’s June 5, 2008 authorization to accept a grant of $180,000 from the U.S. Fish and Wildlife Service and disburse these funds to the Big Sur Land Trust for preparation of final designs, additional environmental review, and permit applications for the Lower Carmel River Floodplain Restoration Project, Monterey County.

 

C.  Consideration and possible Conservancy authorization to disburse up to $60,000 to the Maritime Museum of San Diego to plan and coordinate the Tall Ships Festivals of 2010 to be held at the ports of San Diego, Dana Point and Chula Vista during September 2010.

 

D.  Consideration and possible Conservancy authorization to disburse up to $92,000 to the Humboldt Bay Harbor, Recreation and Conservation District to complete final design and permitting for projects identified in the Humboldt Bay Water Trails Implementation Program Phase I

San Francisco Bay

 

5.   Consideration and possible Conservancy authorization to disburse up to $300,000 to San Francisco State University and to environmental services contractors for the design and implementation of the San Francisco Bay Living Shorelines Project, at up to three sites (Corte Madera, Marin County; Albany, Alameda County; and Hayward, Alameda County).

 

Central Coast

 

6.   Consideration and possible Conservancy authorization to disburse up to $175,000 to the Regents of the University of California to construct a public coastal accessway near the Campus Lagoon at the University of California, Santa Barbara, in Santa Barbara County.

 

South Coast

 

7.   Consideration and possible Conservancy authorization to disburse up to $573,000 to the Mountains Restoration Trust to acquire undeveloped property in the Cold Creek watershed of the Santa Monica Mountains for habitat and open space preservation and compatible public access as a component of Cold Creek Preserve, Los Angeles County

 

8.   Consideration and possible Conservancy authorization to disburse up to $250,000 to the Ocean Discovery Institute for final design, engineering, and pre-construction planning for the Living Lab environmental education center in the City of San Diego.

 

9.   Consideration and possible Conservancy authorization to disburse up to $104,250 to the Endangered Habitats Conservancy for restoration of Swan Canyon in the City of San Diego.           

 

10. Consideration and possible Conservancy authorization to disburse up to $220,000 to complete real estate assessments, environmental review, permitting and associated studies required for public access improvements and natural resource enhancements as part of the San Diego River Tributary Canyons Project in the City of San Diego.

 

North Coast

 

11. Consideration and possible Conservancy authorization to disburse up to $685,000 to the Crescent City Harbor District to prepare harbor design guidelines and standards for public access and future development, and to complete engineered plans and permits for a waterfront promenade, a California Coastal Trail segment and other public access improvements in Crescent City Harbor, Del Norte County.

 

12. Consideration and possible Conservancy authorization to disburse up to $393,000 to the Mendocino Land Trust to undertake construction of seven public coastal accessways in Mendocino County, perform site design and planning tasks necessary to develop an additional four easements, and to continue to manage existing access easements in the county.

 

13. Consideration and possible Conservancy authorization for approval of the Ma-le’l Dunes Cooperative Area Access Management Plan; adoption of a CEQA Mitigated Negative Declaration and Mitigation Monitoring Program for the Plan, and possible authorization to disburse up to $175,000 to the United States Fish and Wildlife Service to carry out access improvements at the Ma-le’l Dunes Cooperative Management Area on the north spit of Humboldt Bay.

Ackerberg, Los Angeles Superior Court Case No. BC405058; Malibu-Encinal Homeowners Association vs. Mountains Recreation and Conservation Authority, et al, Los Angeles County Superior Court, Case No. BS 431798; Pace v. California State Coastal Conservancy, Los Angeles Superior Court Case No. BC408190; United States of America vs. 127.60 Acres of Land, more or less, situated in San Diego County, State of California, U.S. District Court, Southern District of California, Civil No. 06CV1670W NLS; and other pending litigation; and/or to consider the initiation of litigation.  Session will be closed to the public pursuant to Government Code Section 11126(e).
