2.      Approval of  Minutes of  December 6, 2012 Conservancy Meeting.

 

3.      CONSENT ITEMS

 

A.    Consideration and possible Conservancy authorization to disburse up to $120,975 to the Regents of the University of California on behalf of UC Santa Cruz and UC Davis for projects to further the recovery of the southern sea otter, Santa Barbara to San Mateo counties.

 

B.     Consideration and possible Conservancy authorization to augment by up to $80,000 its December 13, 2007 grant to the Pacifica Land Trust for habitat and trail enhancement at the Pedro Point Headlands in San Mateo County.

 

C.     Consideration and possible Conservancy authorization to disburse up to $50,000 to the Association of Bay Area Governments for the purpose of organizing and presenting the State of the Estuary Conference in October of 2013 in Alameda County.

 

D.    Consideration and possible Conservancy authorization to disburse up to $15,000 to the Guadalupe-Nipomo Dunes Center to plan and design interpretive educational exhibits to implement its marine science educational programs, Santa Barbara County.

 

E.     Consideration and possible Conservancy authorization to accept restoration grant funding from the National Oceanic and Atmospheric Administration and to disburse up to $80,000 to the Earth Island Institute for a fish barrier removal project at the Pinkham property on Carpinteria Creek in Santa Barbara County.

 

F.      Consideration and possible Conservancy authorization to accept restoration grant funding from the National Oceanic and Atmospheric Administration and to disburse up to $90,000 to the Earth Island Institute to prepare design and engineering plans for a fish barrier removal project at the Circle G Ranch property on Carpinteria Creek, Santa Barbara County.

 

G.    Consideration and possible Conservancy authorization to disburse up to $91,000 to the Laguna de Santa Rosa Foundation for removal of a cattle crossing  and restoration of 5 acres of riparian vegetation at Irwin Creek, Sonoma County.

 

H.    Consideration and possible Conservancy authorization of a revised implementation plan for the dispo­sition of the “Parcel 07” of the Bel Marin Keys Unit V property (Marin County Assessor’s Parcel Number 171-157-07) directing transfer Parcel 07 to the County of Marin for habitat, open space and public access program. 

 

I.       Consideration and possible Conservancy authorization to disburse up to $30,000 to the U.S. Fish and Wildlife Service to prepare designs and environmental permitting documents for the restoration of coastal wetlands at White Slough and Hookton Slough on Humboldt Bay in Humboldt County.

SAN FRANCISCO BAY AREA

 

5.      Consideration and possible Conservancy authorization to disburse up to $3,490,000, of which $1,500,000 will be reimbursed by the Wildlife Conservation Board, for 2013 and 2014 planning, management, treatment, revegetation, and monitoring to implement the Invasive Spartina Project Eradication Program within the San Francisco Estuary.

 

6.      Consideration and possible Conservancy authorization to disburse up to $1,461,173, funded by a Caltrans mitigation account, to the East Bay Regional Park District to undertake improvements to trail and beach access and restoration at Albany Beach in Eastshore State Park, Alameda County.

 

7.      Consideration and possible Conservancy authorization to disburse up to $1,000,000 to the Midpeninsula Regional Open Space District to implement environmental restoration and public access improvements at Mount Umunhum in Santa Clara County.

 

8.      Consideration and possible Conservancy authorization to disburse up to $150,000 to the Santa Clara County Open Space Authority for planning the natural-resource and public-access elements of the Coyote Valley Open Space Preserve in Santa Clara County.

 

NORTH COAST

 

9.      Consideration and possible  Conservancy authorization to disburse up to $250,000 to The Wildlands Conservancy to implement public access improvements at the Eel River Estuary Preserve, Humboldt County. Consideration of this item has been postponed to a future meeting.

 

SOUTH COAST

 

10.  Consideration and possible Conservancy authorization to disburse up to $1,500,000 to the County of San Diego for trail construction to implement the Tijuana River Valley Trail System in San Diego County.

California Coastal Commission, Los Angeles Superior Court Case No. SC111748; and other pending litigation; and/or to consider the initiation of litigation.  Session will be closed to the public pursuant to Government Code Section

11126(e).

The Conservancy will tour project sites in the Petaluma and Sonoma Mountain area on Wednesday, February 13 beginning at 11:00 a.m. at Tolay Lake Regional Park located at Cannon Lane off Lakeville Highway, Petaluma, CA 94954. The tour concludes at approximately 4:30 p.m. at Ranchero Mark West, 7125 St. Helena Road, Santa Rosa, CA 95404. The tour is open to the public but requires advance reservations. To make a reservation, please contact Dick Wayman at dwayman@scc.ca.gov  or 510-286-4182 no later than 4:00 p.m. on Wednesday, February 6, 2013.  Please also contact Mr. Wayman for any reasonable accommodation needed for a person who has a disability.
