San Clemente is a casual collection of twisting streets with low-roofed stucco homes and small, locally owned shops. Except for the military base at the south end of the town, the public has access to San Clemente’s entire coastline; the question for the wheelchair rider is how to get to it. Most of the coastline is a thin ribbon of sand between the ocean and the bluffs, bisected by railroad tracks that run along the shore. Some of the coast is accessible only by stairs or steep trails. The railroad tracks can be another barrier. Still, there are a few places that work.
