What is the Coastal Conservancy?
The Coastal Conservancy is a state agency that uses entrepreneurial techniques to purchase, protect, restore, and enhance coastal resources, and to provide access to the shore. What kind of work does the Coastal Conservancy do?
Conservancy projects include construction of trails and other public access facilities, restoration and enhancement of wetlands and other wildlife habitat, restoration of public piers and urban waterfronts, preservation of farmland, and other projects in line with the goals of California’s Coastal Act, the San Francisco Bay Plan, and the San Francisco Bay Area Conservancy.
What is the Coastal Conservancy’s jurisdiction?
In general, the Conservancy’s enabling legislation, Division 21 of the California Public Resources Code, authorizes it to work within the Coastal Zone and throughout the nine counties that surround San Francisco Bay. To enhance coastal resources or to improve and protect coastal and marine water quality and habitats, the Conservancy may work outside of the Coastal Zone within coastal watersheds. The Conservancy may also provide support for public access purposes to and along the coast, including inland trail systems that may be linked to the California Coastal Trail. Exceptions to these usual limits on Conservancy jurisdiction are also permitted in other defined circumstances under the language of Division 21.
The Coastal Zone is defined in Section 30103 of the California Public Resources Code. The Coastal Zone extends from Oregon to Mexico and includes the shoreline of offshore islands. It reaches from three miles at sea to an inland boundary that varies from a few blocks in urban areas to several miles in less developed regions.

Who administers the Coastal Conservancy?
The Coastal Conservancy is governed by a seven-member board of directors, appointed by the Governor and California Legislature. Six members of the Legislature, three from each house, provide legislative oversight and participate in Conservancy activities. The Conservancy board appoints the executive officer.
