3. Consideration and possible Conservancy approval of acquisition of a portion of the Bryant property in the City of Long Beach, County of Los Angeles for the purpose of the Los Cerritos Wetlands Acquisition Project authorized by the Conservancy on June 25, 2001.

4. Consideration and possible Conservancy authorization to disburse up to $1,000,000 to the City of Malibu for the Civic Center Stormwater Improvement Project, and up to $350,000 to Santa Monica Baykeeper for the Kelp Restoration Project, to implement the Santa Monica Bay Restoration Plan approved by the Coastal Conservancy on August 2, 2001.

5. Consideration and possible Conservancy authorization to disburse up to $150,000 to the California State Parks Foundation to implement Phase II of a wetland creation project near the Los Angeles River at Rio de Los Angeles State Park in the City of Los Angeles.

6. Consideration and possible Conservancy authorization to disburse an amount not to exceed $650,000 to Heal the Bay to upgrade and expand the environmental education exhibits and to analyze possible future expansion of the Santa Monica Pier Aquarium, Santa Monica Bay, Los Angeles County.

7. Consideration and possible Conservancy authorization to disburse $300,000 to TreePeople to assist in the development of the Urban Watershed Garden, an environmental education exhibit, as part of the development of the Center for Community Forestry in the City of Los Angeles and to enter into a joint powers agreement with the Santa Monica Mountains Conservancy.

Central Coast

8. Authorization to disburse up to $600,000 to the County of Santa Cruz to reconstruct a failed fish ladder at Soquel Drive and retrofit a culvert at Valencia Road, both located on Valencia Creek, a major tributary to Aptos Creek in Santa Cruz County, to implement the Valencia Creek Fish Passage Improvement Program.

9. Consideration and possible Conservancy authorization to disburse up to $371,800 to the Cachuma Conservation Release Board for removing a fish barrier and restoring habitat on Quiota Creek, a tributary to the lower Santa Ynez River in Santa Barbara County.

10. Consideration and possible Conservancy authorization to disburse up to $400,000 to the Foundation of California State University, Monterey Bay (FCSUMB) for seafloor mapping and data interpretation of the Santa Barbara Channel offshore of Santa Barbara and Ventura counties.

San Francisco Bay

11. Consideration and possible Conservancy authorization to disburse up to $2,000,000 to the Land Trust of Napa County toward acquisition of the 3,045-acre Wildlake Ranch in Napa County.

12. Consideration and possible Conservancy authorization 1) to accept $1,234,396 from California Bay-Delta Authority Ecosystem Restoration Program (ERP) to implement monitoring for the San Francisco Estuary Invasive Spartina Project Control Program; 2) to disburse up to $1,234,396 of the ERP funds for monitoring activities; and 3) to disburse up to $715,299 of funds awarded to the Conservancy by the Wildlife Conservation Board for treatment and eradication projects.

13. Consideration and possible Conservancy authorization to disburse up to one million dollars ($1,000,000) to the Sonoma Land Trust to undertake feasibility studies, prepare preliminary and final plans and designs and permit applications for the restoration of the 2,327-acre Sears Point property in Sonoma County.

14. Consideration and possible Conservancy authorization to disburse up to $500,000 to the Solano Land Trust for the construction of a nature and education center at Rush Ranch in Solano County.

15. Consideration and possible Conservancy authorization to disburse up to $100,000 to Urban Ecology to prepare a conceptual plan for the East Bay Greenway that would run 30 miles from the city of Oakland south to the city of Fremont in Alameda County.

16. Consideration and possible Conservancy authorization to disburse up to $173,707 of Wildlife Conservation Board funds to the Sonoma Ecology Center to restore riparian habitat and natural flow patterns at two stream crossings at the headwaters of Mill Creek in the Sonoma Creek watershed in Jack London State Historic Park, Sonoma County.

Statewide

17. Consideration and possible Conservancy authorization to enter into a contract for up to $250,000 to assist the Conservancy with federal relations, including federal appropriations, authorization processes and implementation of Conservancy projects by federal agencies.

18. Consent Items

1. Consideration and possible Conservancy authorization to amend the Conservancy’s March 25, 2004 authorization to disburse up to $10,000,000 to the State Lands Commission to assist in the restoration of approximately 566 acres of the Bolsa Chica wetlands complex, in Huntington Beach, Orange County to allow for the grant to be used for all elements of the restoration.

Consideration and possible Conservancy authorization to disburse 1) up to $261,000 to the San Francisco Estuary Institute and 2) up to $50,000 to the Point Reyes Bird Observatory to undertake work associated with the South Bay Salt Pond Restoration Project and the South San Francisco Bay Shoreline Study.

1. Consideration and possible Conservancy authorization to amend the Conservancy’s December 11, 2003 authorization to allow disbursement of an additional amount of up to $116,000 to the Natural Heritage Institute to fully implement the Marsh Creek Watershed Outreach and Restoration Project outreach activities and restoration planning for lower Marsh Creek in the Marsh Creek Watershed area, Contra Costa County.

1. Consideration and possible Conservancy authorization to disburse up to $100,000 to the Mountains Recreation and Conservation Authority to implement interim stewardship activities at the Ballona Wetlands in Los Angeles County.

1. Consideration and possible authorization to amend the Conservancy’s May 18, 2005 authorization to disburse additional funds of up to $100,000 to the Trust for Public Land for the management of public access to two sandy beaches and associated trails and parking area on a parcel of approximately 20 acres located west of Highway 1 at Piedras Blancas, San Luis Obispo County.

1. Consideration and possible Conservancy authorization to disburse up to $100,000 to Santa Barbara Channelkeeper to conduct water quality monitoring and identify habitat restoration opportunities in the Lower Ventura River watershed of Ventura County.

1. Consideration and possible Conservancy authorization to amend the Conservancy’s May 18, 2005 authorization to allow disbursement of an additional amount up to $60,000 to the National Park Service for restoration of habitat to facilitate passage for southern steelhead trout in Solstice Creek, Santa Monica Mountains.

1. Consideration and possible Conservancy authorization for the Association of Bay Area Governments to disburse previously authorized Conservancy funds for the Eden Landing Ecological Preserve Bay Trail segment in the City of Hayward, Alameda County.

1. Consideration and possible Conservancy authorization to determine that a five acre parcel, subject of an offer to dedicate fee title is unsuitable for the purpose of implementing a resource enhancement program at Los Cerritos Wetlands in the City of Long Beach, County of Los Angeles.

2008. Consideration and possible Conservancy authorization to disburse up to $100,000 to the Maritime Museum of San Diego to plan and coordinate Tall Ships Exposition festivals at various California ports to be held during the summer of 2008.

23. Possible closed session to confer with counsel regarding: possible legal action with respect to Jack Roth v. California Coastal Commission, California Coastal Conservancy, and Access for All, Los Angeles County Superior Court Case No. BS102404; the blockage of legal access to the Conservancy’s Victorine Ranch property in Monterey County; and other pending litigation; and/or to consider the initiation of litigation. Session will be closed to the public pursuant to Government Code Section 11126(e).

April 26 – Board Tour:

Beginning at 2:00 pm. We will gather at the Bella Maggiore Inn in Ventura, 67 California Street, near Main Street. The tour will include the Conservancy’s major projects in the area: the Santa Clara River Parkway, the Ormond Beach Wetland Restoration Project, and the Matilija Dam. The tour should be over by 5:30 pm.
