SOUTHERN CALIFORNIA

3. Consideration and possible Conservancy authorization to disburse up to $1,302,000 to the City of Laguna Beach for acquisition of the Jaysu Property for addition to the Laguna Coast Wilderness Park, Orange County.

4. Consideration and possible reversal of the Coastal Conservancy’s April 2006 determination that a five-acre parcel, which is the subject of an offer to dedicate fee title (OTD), is unsuitable for the purpose of implementing a resource enhancement program at Los Cerritos Wetlands; designation of the Los Cerritos Wetlands Authority (LCWA) to accept the OTD; and consideration and possible authorization to disburse up to $30,000 to the LCWA to prepare a feasibility analysis of the use of the five-acre parcel for natural resource restoration purposes under the Los Cerritos Wetlands resource enhancement program, located in the City of Long Beach.

5. Consideration and possible Conservancy authorization to disburse up to $650,000 to Environment Now to develop and manage a wetlands restoration local assistance program as a component of the Southern California Wetlands Recovery Project.

6. Consideration and possible Conservancy authorization to disburse up to $313,000 to Accessible San Diego to provide equipment and training to facilitate beach access for persons with disabilities at three public beaches in San Diego County.

7. Consideration and possible Conservancy authorization to disburse up to $114,120 to the San Diego Watermen’s Association to collect and synthesize scientific data on the San Diego sea urchin fishery, in order to motivate stewardship by the San Diego sea urchin fishing community, and move the fishery toward long-term conservation and sustainability.

CENTRAL COAST

8. Consideration and possible Conservancy authorization to disburse up to $3,500,000 to the Big Sur Land Trust for the acquisition of two properties for the Carmel River Parkway in Monterey County.

9. Consideration and possible Conservancy authorization to disburse up to $305,000 to the California Department of Parks and Recreation for construction of public access improvements at the Pigeon Point Historic Light Station State Park, San Mateo County.

SAN FRANCISCO BAY

10. Consideration and possible Conservancy authorization to disburse up to $150,000 to Berryessa Trails and Conservation to design approximately 135 miles of the proposed Lake Berryessa Shoreline Trail in the Lake District of eastern Napa County.

11. Consideration and possible Conservancy authorization to disburse up to $500,000 to the Sonoma County Agricultural Preservation and Open Space District to construct 2.4 miles of trail, including a creek crossing and two staging areas and an overlook with interpretive signage, in the Laguna de Santa Rosa in Sonoma County.

NORTH COAST

12. Consideration and possible Conservancy authorization to disburse up to $750,000 to the Harmony Union School District for the construction of an environmental education center at Salmon Creek School, Sonoma County.

STATEWIDE

13. Consideration and possible Conservancy authorization to disburse up to $4,215,000 for data collection, analysis, monitoring and other actions to implement the Marine Life Protection Act and Marine Life Management Act, as specified in the Ocean Protection Council – Department of Fish and Game joint work plan.

14. CONSENT ITEMS

1. Consideration and possible Conservancy authorization to disburse up to $135,000 to the Coastal Land Trust for the design, implementation and maintenance of resource protection measures and public access improvements at Seaside Beach in Mendocino County.

1. Consideration and possible Conservancy authorization to accept a grant of $100,000 from the Sonoma County Water Agency and disburse those funds to the Center for Ecosystem Management and Restoration for the previously authorized Eel River Salmonid Resources Project, an enhancement planning effort in the counties of Humboldt, Trinity, Mendocino, and Lake.

3. Consideration and possible Conservancy authorization to disburse up to $60,000 to the County of Napa to prepare a feasibility study for the development of a 3.2-mile segment of the San Francisco Bay Area Ridge Trail, a connector trail, and a staging area on the City of Napa’s Milliken Watershed lands located in Napa County.

1. Consideration and possible Conservancy Authorization to disburse up to $25,000 to Orange County Coastkeeper to maintain the Coastal Conservancy’s public access easement at Portofino Cove in Huntington Harbour, Huntington Beach.

Consideration and possible Conservancy authorization to disburse up to $90,000 to the Monterey Bay Aquarium Research Institute to prepare a study of existing state funding expenditures and to identify funding gaps for California coastal and ocean restoration and protection programs and projects.

19. Closed session to confer with counsel regarding possible legal action with respect to Sonoma Land Trust v. BBRRBR LLC et al., Sonoma County Superior Court Case No. SCV239392.   Session will be closed to the public pursuant to Government Code Section 11126(e).

20. Possible closed session to confer with counsel regarding: Jack Roth v. California Coastal Commission, California Coastal Conservancy, and Access for All, Los Angeles County Superior Court Case No. BS102404; The United States of America vs. 127.60 Acres of Land, more or less, situated in San Diego County, State of California; the County of San Diego; and Other Interested Parties, U.S. District Court, Southern District of California, Civil No. 06CV1670W NLS; the blockage of legal access to the Conservancy’s Victorine Ranch property in Monterey County; and other pending litigation; and/or to consider the initiation of litigation. Session will be closed to the public pursuant to Government Code Section 11126(e).

On Wednesday, January 17, the Board tour will focus on the San Diego River, beginning at 1 pm. and end at 4:30 pm.   We will meet at Famosa Slough at the intersection of West Point Loma Blvd and Famosa Blvd.   A tour of the San Diego Maritime Museum will begin at 5:00 pm. Members of the public are welcome to attend but must provide their own transportation.
