1. Consideration and possible Conservancy approval of the Access Management Plan for the Tsurai Village Site, and authorization to disburse up to $30,000 to the City of Trinidad to reduce Parker Creek and hillside drainage entering the Tsurai Village Site thereby protecting public access values, and natural and cultural resources on the site, Humboldt County.

1. Consideration and possible Conservancy authorization to modify the Conservancy’s December 2, 2004 authorization for Pomo Bluffs Park to disburse additional funds of up to $31,200 to the City of Fort Bragg to extend trail, fencing and signage improvements along three public access easements to Pomo Bluffs Park, Mendocino County.

1. Consideration and possible Conservancy authorization to disburse up to $41,000 to the Coastal Land Trust to facilitate the transfer of approximately 74 public access easements from the American Land Conservancy to local nonprofit organizations and public agencies, Mendocino County.

1. Consideration and possible Conservancy authorization for the Association of Bay Area Governments to disburse up to $400,000 of previously-authorized Conservancy funds to the City of Oakland to construct two segments of the San Francisco Bay Trail along the Oakland estuary, Alameda County.

1. Consideration and possible Conservancy authorization to disburse up to $55,000 to the Solano Transportation Authority to prepare a multi-jurisdiction plan for regional trails along and across State Route 12 between Interstate 80 and State Route 29, in the Jameson Canyon area of Solano and Napa Counties.

1. Consideration and possible Conservancy authorization to disburse up to $24,000 to Redwood Coast Land Conservancy to operate and maintain public access improvements along the Gualala Bluff segment of the California Coastal Trail in Gualala, Mendocino County.

1. Consideration and possible Conservancy authorization to disburse up to $10,000 to Moat Creek Managing Agency to operate and maintain public access improvements at Moat Creek Beach and along the Moat Creek segment of the California Coastal Trail in Mendocino County.

1. Consideration and possible Conservancy authorization to disburse up to $100,000 to the County of Marin to prepare an enhancement plan to support the restoration of natural biological and hydrological functions in the San Geronimo Creek Watershed in Western Marin County.

1. Consideration and possible Conservancy authorization of Redwood Region Audubon Society to accept the Offer to Dedicate an open space easement over fifteen acres of land adjacent to Humboldt Bay in the City of Eureka in Humboldt County.

1. Consideration and possible Conservancy authorization to disburse up to $675,000 to the Santa Monica Bay Restoration Foundation for planning, data collection, seed collection and technical review to support the restoration planning of the Ballona Wetlands, Los Angeles County.

1. Consideration and possible Conservancy authorization to disburse up to $175,000 to the Mountains Recreation and Conservation Authority to complete final design and permit applications for the implementation access and interpretive improvements identified in the Ballona Wetlands Early Action Plan, Los Angeles County.

SAN FRANCISCO BAY PROGRAM

4. Consideration and possible Conservancy authorization to disburse up to $515,000 to the Muir Heritage Land Trust to: (1) conduct site preparation, grading, and riparian re-vegetation for restoration of portions of Rodeo, Fern, and Slot Creeks on the Fernandez Ranch; and (2) construct 1.4 miles of the Bay Area Ridge Trail and an associated staging area on the Fernandez Ranch, Contra Costa County.

5. Consideration and possible Conservancy authorization to disburse up to $250,000 to the San Mateo County Parks and Recreation Foundation for design, fabrication, and installation of environmental education exhibits at a new Interpretive Center at the Edgewood County Park and Natural Preserve, San Mateo County.

6. Consideration and possible Conservancy authorization to disburse up to $350,000 to the California Land Stewardship Institute for stream and riparian habitat restoration projects on Suisun Creek and two of its tributaries, White and Wooden Valley Creeks in Napa and Solano Counties.

7. Consideration and possible authorization to disburse up to $385,000 to the Golden Gate National Parks Conservancy for public access and habitat restoration improvements of Dias Ridge Trail, a segment of the Bay Area Ridge Trail, located within the Golden Gate National Recreation Area, Marin County.

8. Consideration and possible Conservancy authorization to disburse up to $185,000 to the San Francisco Public Utility Commission to prepare plans, engineering designs and environmental documents for the Southern Skyline Boulevard Extension of the Bay Area Ridge Trail, San Mateo County.

9. Consideration and possible Conservancy authorization to disburse up to $150,000 to the City of San José to construct a segment of the San Francisco Bay Area Ridge Trail along Penitencia Creek, City of San José, Santa Clara County.

10. Consideration and possible Conservancy authorization to disburse up to $225,000 to the San Francisco Estuary Institute for non-native oyster eradication in San Francisco Bay.

11. Consideration and possible Conservancy authorization to disburse up to $204,000 to The Exploratorium to improve public access to the wave organ, City and County of San Francisco.

CENTRAL COAST

12. Consideration and possible Conservancy authorization to disburse up to $6,000,000, of which up to half ($3,000,000) will be contributed by California American Water, to prepare final design plans and prepare permits for the removal of San Clemente Dam on the Carmel River in Monterey County.

13. Consideration and possible Conservancy authorization to 1) disburse up to $2,980,000 to Peninsula Open Space Trust to construct and operate a three-mile blufftop segment of the California Coastal Trail at Cowell Ranch and Purisima Farms, San Mateo County; and 2) transfer Conservancy-held property interests at North Cowell Ranch and South Cowell Ranch.

14. Consideration and possible authorization to disburse up to $1,500,000 to the Wildlife Conservation Board for the acquisition of the Willow Canyon Property for public access and natural resources restoration in Santa Cruz County.

15. Consideration and possible Conservancy authorization to disburse up to $300,000 to Santa Cruz County to retrofit one culvert and replace another along Eureka Canyon Road to implement the Shingle Mill Gulch Fish Passage Improvement Program.

16. Consideration and possible Conservancy authorization to disburse up to $250,000 to the Big Sur Land Trust for preparation of planning documents for the Lower Carmel River Floodplain Restoration Project, Monterey County.

SOUTH COAST

17. Consideration and possible Conservancy authorization to disburse up to $4,500,000 to the Ventura County Watershed Protection District to implement pre-construction elements of the Matilija Dam Restoration Project in the Ventura River watershed of Ventura County.

18. Consideration and possible Conservancy authorization to disburse up to $1,500,000 to the City of San Buenaventura to implement the Surfers Point Managed Retreat Project in the City of San Buenaventura.

19. Consideration and possible Conservancy authorization to disburse up to $500,000 to the City of Los Angeles to construct street infrastructure runoff infiltration improvements to one block of Riverdale Avenue, Los Angeles County.

20. Consideration and possible Conservancy authorization to disburse up to $150,000 to the San Diego River Conservancy to prepare conceptual plans for public access improvements in tributary canyons of the lower San Diego River, City of San Diego.

NORTH COAST

21. Consideration and possible Conservancy authorization to disburse up to $641,000 to County of Del Norte to construct approximately two miles of the California Coastal Trail along Pebble Beach Drive in Del Norte County.

22. Consideration and possible Conservancy authorization to disburse up to $639,000 to Ocean Song Farm and Wilderness Center to undertake a feasibility study for Enhancement of Coastal Prairie resources on 100,000 acres in Marin and Sonoma counties.

23. Consideration and possible authorization to disburse up to $225,000 to the Friends of the Dunes Land Trust to acquire the approximately 44-acre Bachofer property, and the approximately 9-acre Watson property, on the North Spit of Humboldt Bay for the purposes of public access and habitat protection, Humboldt County.

24. Consideration and possible Conservancy authorization to disburse up to $185,000 to the County of Marin to construct a fish passage improvement in Woodacre Creek at its intersection with Carson Road in the town of Woodacre.

25. Consideration and possible Conservancy authorization to accept $150,000 in federal grant funds through the Resources Agency and to disburse up to $175,000 to the U.S. Fish and Wildlife Service and to procure services to implement Phase I of the Humboldt Bay Regional Invasive Spartina Eradication Project, to restore and protect the native plant and wildlife communities of tidal marshes in the Humboldt Bay area.

26. Consideration and possible Conservancy approval of the Ma-le’l Dunes Cooperative Management Area Access Plan; adoption of a Mitigated Negative Declaration and Mitigation Monitoring Program for the Plan; and possible authorization to disburse up to $175,000 to the Friends of the Dunes to carry out access improvements at the Ma-le’l Dunes Cooperative Management Area, located on the north spit of Humboldt Bay.

27. Consideration and possible Conservancy authorization to disburse up to $164,000 to Smith River Alliance, Inc. to work in coordination with Tolowa Dunes Stewards to complete pre-restoration surveys and permitting in Tolowa Dunes State Park and Lake Earl Wildlife Area, and develop a coastal access strategy for Tolowa Dunes, Lake Earl Wildlife Area, and Point Saint George, Del Norte County.
