STATEWIDE

3. Consideration and possible Conservancy authorization to disburse up to $1,510,000 to the Monterey Bay Sanctuary Foundation, pending authorization by the California Ocean Protection Council, to augment the previously authorized California Coastal and Marine Mapping Initiative Project, to complete seafloor mapping between Bolinas and Point Arena.

4. Consideration and possible Conservancy authorization to disburse up to $2,000,000 to the California Ocean Science Trust, pending authorization by the California Ocean Protection Council, to plan for and implement the Statewide Marine Protected Area Monitoring Program over a three year period, which will coordinate, synthesize, manage and disseminate marine protected area monitoring data.

CENTRAL COAST

5. Consideration and possible Conservancy authorization to disburse up to $2,275,000 to the Regents of the University of California for the California Sea Grant College Program, pending authorization by the California Ocean Protection Council, to implement the Central Coast Marine Protected Area Monitoring project, involving data acquisition, fieldwork, monitoring and socio-economic research in Central Coast marine protected areas proposed under the Marine Life Protection Act.

6. Consideration and possible Conservancy authorization to disburse up to $305,000 to the California Department of Parks and Recreation for construction of public access improvements at the Pigeon Point Historic Light Station State Park, San Mateo County.

7. Consideration and possible Conservancy authorization to disburse up to $282,000 to the City of Pacifica to improve fish passage in San Pedro Creek below the Adobe Road bridge in Pacifica, San Mateo County.

7. Consideration and possible Conservancy authorization to disburse up to $130,000 to the City of Morro Bay to 1) prepare a business plan, 2) develop and implement a marketing plan, and 3) build and conduct sea trials of innovative low impact fishing gear to support the commercial fishing industry and the economic viability of heritage harbors in Morro Bay and Port San Luis, San Luis Obispo County.

SOUTHERN CALIFORNIA

9. Consideration and possible Conservancy authorization to disburse up to $400,000 to the City of Newport Beach to assist in the construction of the teaching laboratory wing of the new Back Bay Science Center in Upper Newport Bay in Orange County.

10. Consideration and possible Conservancy authorization to disburse up to $125,000 to the San Diego Association of Governments (SANDAG) to conduct a site assessment of the Western   Salt Works property in south San Diego Bay to determine possible alignments for public trails and the feasibility of converting the Western Salt Works building into an interpretive center.

NORTHERN CALIFORNIA

11. Consideration and possible Conservancy authorization to disburse up to $1,000,000 to the California Department of Forestry and Fire Protection to acquire a conservation easement on the Valley View Ranch in Petrolia, Humboldt County.

SAN FRANCISCO BAY AREA

12. Consideration and possible Conservancy authorization to: 1) disburse up to $2,000,000 of Conservancy funds for technical studies, environmental analysis, data collection and management, project design, public outreach, and project management work to complete the planning for the South Bay Salt Pond Restoration Project and 2) disburse up to $500,000 of these funds in a grant to the Coastal Conservancy Association for science support associated with the South Bay Salt Pond Restoration Project.
13. Consideration and possible Conservancy adoption of the San Francisco Bay Area Integrated Regional Water Management Plan.

14. CONSENT ITEMS

1. Consideration and possible Conservancy authorization to disburse up to $347,000 for the produc­tion of Conservancy publications through 2007, includ­ing Califor­nia Coast & Ocean magazine and program, public informa­tion, and project-related publications, and including a grant to the nonprofit Coastal Conservancy Association to provide assistance in this effort.

4. Consideration and possible Conservancy authorization to disburse up to $113,398 to the National Park Service for restoration of 4.5 acres of riparian and upland habitat in Zuma Canyon, Santa Monica Mountains National Recreation Area, Los Angeles County.

1. Consideration and possible Conservancy authorization to disburse up to $100,000 to The Regents of the University of California for disbursement to the California Sea Grant College Program to determine subtidal habitat goals for Humboldt Bay.

1. Consideration and possible Conservancy authorization to disburse up to $100,000 to Community Conservancy International (CCI) to complete a feasibility report identifying projects that treat urban storm water through the creation of a network of parks, open space and habitat areas in Los Angeles County.

1. Consideration and possible Conservancy authorization to disburse up to $100,000 to Sustainable Conservation to develop and implement a permit coordination program to encourage the implementation of voluntary water quality and habitat improvement projects on private lands in San Luis Obispo and Santa Barbara Counties.

1. Consideration and possible Conservancy authorization to disburse up to $77,366 to the National Park Service for habitat restoration in Solstice Canyon, Santa Monica Mountains National Recreation Area.

1. Consideration and possible Conservancy authorization to disburse up to $75,000 to The Regents of the University of California for disbursement to the California Sea Grant College Program to develop an Ecosystem-Based Management Program for Humboldt Bay.

1. Consideration and possible Conservancy authorization to disburse up to $60,000 to the   San Mateo County Resource Conservation District for removing a fish barrier and restoring habitat on Frenchman’s Creek, near the city of Half Moon Bay in San Mateo County.

1. Consideration and possible Conservancy authorization to disburse up to $30,000 to The Sonoma Land Trust to conduct pre-acquisition planning work including an appraisal and a beach access and trail feasibility study for the Cuffey’s Cove Property, Mendocino County.

1. Consideration and possible Conservancy authorization to disburse up to $25,000 to the San Francisco Estuary Institute for non-native oyster removal in San Francisco Bay.

1. Consideration and possible authorization to disburse up to $25,000 to the Fort Mason Foundation to prepare an interpretive plan for the Fort Mason Center, in San Francisco County.

1. Consideration and possible Conservancy authorization to disburse up to $20,000 to   University of California Press Foundation to develop a San Francisco Bay Environmental Primer.

1. Consideration and possible adoption of a delegation of authority to the Executive Officer to negotiate and enter into emergency contracts related to Conservancy-owned real property and necessary for the preservation of the public health or welfare or the protection of state property.

15. Executive Officer’s Report

1. Report on the activities of the Los Cerritos Wetlands Authority.   Consideration and possible approval of its FY 06-07 budget pursuant to the Los Cerritos Wetlands Authority Joint   Exercise of Powers Agreement.

1. Consideration and possible delegation of authority to the Executive Officer to designate a Conservancy employee to serve as his alternate as a non-voting, ex officio member of the Santa Monica Mountains Conservancy.

1. Consideration and possible Conservancy adoption of standards and practices governing conservation easement acquisition grants.

19. Possible closed session to confer with counsel regarding: possible legal action with respect to Jack Roth v. California Coastal Commission, California Coastal Conservancy, and Access for All, Los Angeles County Superior Court Case No. BS102404; The United States of America vs. 127.60 Acres of Land, more or less, situated in San Diego County, State of California; the County of San Diego; and Other Interested Parties, U.S. District Court, Southern District of California, Civil No. 06CV1670W NLS; the blockage of legal access to the Conservancy’s Victorine Ranch property in Monterey County; and other pending litigation; and/or to consider the initiation of litigation. Session will be closed to the public pursuant to Government Code Section 11126(e).
