1. ROLL CALL

2. APPROVAL OF THE MINUTES of the Conservancy’s April 27, 2017 public meeting.

3. CONSENT ITEMS

A. Consideration and possible authorization to augment the Conservancy’s June 25, 2015 authorization to disburse an additional amount up to $27,679 to the Aquatic Science Center for technical assistance needed to update the 2001 Regional Strategy for the Southern California Wetlands Recovery Project affecting Santa Barbara, Ventura, Los Angeles, Orange, and San Diego counties.

B. Consideration and possible Conservancy authorization to disburse up to $300,000 to the Southwest Wetlands Interpretive Association to conduct pre-construction support activities for the Tijuana Estuary Tidal Restoration Program II , Phase 1 project at the Tijuana River Estuary in San Diego County.

C. Consideration and possible authorization for the Conservancy to serve as a third-party beneficiary with enforcement rights in a conservation easement on the 2,000-acre MK Ranch in northern San Luis Obispo County to be donated to the Land Conservancy of San Luis Obispo County.

D. Consideration and possible adoption of a resolution providing the assurances required for an application to the California Natural Resources Agency’s Environmental Enhancement and Mitigation Grant Program for the Samoa Dunes and Wetlands Acquisition Project.

E. Consideration and possible Conservancy authorization to amend the Conservancy’s August 5, 2010 authorization to disburse an additional amount of up to $245,000 to the Big Sur Land Trust from a grant from the U.S. Fish and Wildlife Service for the Lower Carmel River Floodplain Restoration Project in Monterey County.

F. Consideration and possible Conservancy authorization to disburse up to $1,000,000 to the Monterey County Water Resources Agency to complete the management program for the Salinas River, Monterey County.

G. Authorization to disburse up to $100,000 to the Irvine Ranch Conservancy to develop a natural resource management plan for coastal sage scrub habitat enhancement at Crystal Cove State Park in coastal Orange County.

NORTH COAST

5. Consideration and possible authorization to disburse up to $1,730,000 to the Redwood Community Action Agency to enhance and restore wetlands, water quality, and fish and wildlife habitat in and adjacent to Martin Slough in the Elk River watershed in Humboldt County and adoption of findings under the California Environmental Quality Act.

6. Consideration and possible authorization to disburse up to $540,074 to the City of Arcata to restore floodplain wetlands adjacent to Jacoby Creek in the City of Arcata, Humboldt County and adoption of findings under the California Environmental Quality Act.

CENTRAL COAST

7. Consideration and possible Conservancy authorization to disburse up $350,000 to Trout Unlimited for preparation of plans, designs and permit applications for fish passage improvements on San Clemente Creek and other creeks within the Carmel River Watershed, Monterey County.

SOUTH COAST

8. Authorization to disburse up to $500,000 to the Mountains Recreation and Conservation Authority for final design and implementation of Caballero Creek Park at the confluence of Caballero Creek and the Los Angeles River in the San Fernando Valley area of the City of Los Angeles, Los Angeles County.

9.  Authorization to disburse up to $4,000,000 to the City of Los Angeles for design, implementation and monitoring of the San Fernando Valley Stormwater Capture Project at five sites in the San Fernando Valley in the City of Los Angeles, Los Angeles County.

10. Consideration and possible authorization to disburse a total of up to $2,242,540 to the City of Encinitas, the San Elijo Lagoon Conservancy, and the University of California Los Angeles for dune restoration and monitoring at Cardiff State Beach, County of San Diego.

11. Consideration and possible authorization to disburse up to $278,710 to ten nonprofit organizations and public agencies for the 2017 Community Wetland Restoration Grant Program, a program of the Southern California Wetlands Recovery Project, for restoration projects in the  Southern California coastal wetlands and watersheds in Santa Barbara, Ventura, Los Angeles and San Diego counties.

12. Consideration and possible Conservancy authorization to disburse up to $469,900 to Friends of Madrona Marsh to implement a freshwater vernal pool restoration project at Madrona Marsh in the City of Torrance in Los Angeles County.

SAN FRANCISCO BAY AREA

13. Consideration and possible authorization to disburse up to $349,930 to the Trust for Conservation Innovation for the Bay Area Resilient By Design Challenge, a regional design challenge to generate innovative and feasible solutions that protect bay shorelines and habitat and increase resilience to sea level rise in the San Francisco Bay Area.

14. CLOSED SESSION

A. To confer regarding Bordessa v. Sonoma County Agricultural Preservation and Open Space District, Sonoma County Superior Court, Case No. SCV-256943. The session will be closed to the public pursuant to Government Code Section 11126(e)(2)(A).

B. To confer regarding Pappas, et al. v. State of California, et al. Santa Barbara County Superior Court, Case No. 1417388. Session will be closed to the public pursuant to Government Code Section 11126(e)(2)(A).

C. To confer regarding Russ, et al. v. California State Coastal Conservancy, Humboldt County Superior Court, Case No. CV170269. Session will be closed to the public pursuant to Government Code Section 11126(e)(2)(A).
